
The Homeowner Protection Program (HOPP), a network of over 90 housing counselors and legal service providers, expresses its deep gratitude to Senator Brian Kavanagh, who announced earlier this year that he would not seek reelection after 20 years of public service and steadfast commitment to protecting New York homeowners.
For two decades in the State Legislature, including as Chair of the Senate Housing Construction and Community Development Committee, Senator Kavanagh has championed policies that help homeowners and families stay in their homes and build long-term stability. During the COVID-19 pandemic, his leadership secured foreclosure protections that kept thousands of New Yorkers from losing their homes.
We are particularly grateful for his leadership in the ongoing fight to fund and codify HOPP with Senate Bill S2627A. Since introducing the bill in 2024 and reintroducing it in 2025, Senator Kavanagh has been a tireless advocate. His efforts ensure that trusted, free housing counseling and legal services continue to help New Yorkers navigate complex challenges, avoid foreclosure, and preserve generational wealth. The HOPP network also recognizes the steadfast support of Assembly Members Rosenthal, Solages, and the many other champions whose commitment to New York homeowners has been integral to this fight.
Senator Kavanagh has been a consistent and thoughtful partner to organizations on the front lines of homeowner protection. His legacy will be reflected in the stability of families and communities across New York.
