Equitable Homeownership and Community Power

This panel will spotlight community-driven ownership models that are reshaping access to affordable homeownership — and redefining how land and housing are preserved in the face of gentrification and displacement. Panelists will explore shared equity approaches like community land trusts (CLTs), limited-equity co-ops, and mutual housing associations. Speakers will reflect on both the opportunities and complexities of growing these models in New York City — from financing and land acquisition to navigating policy and governance. The conversation will also center the role of multi-stakeholder partnerships, collaborative governance, and community leadership in building sustainable, equity-first housing ecosystems.

Director
Interboro CLT

John Edward Dallas is the Director of Interboro Community Land Trust, the first citywide CLT in NYC and a partnership of the Center for NYC Neighborhoods, Habitat for Humanity NYC and Westchester County, MHANY, and UHAB. John Edward (double first-name) joined Interboro in December 2020.

Previously, he was the Senior Financial Counselor for Asset Building at Bedford Stuyvesant Restoration Corporation. Based at Restoration’s Jobs-Plus Program, for over seven years he provided personal-finance and wealth-building guidance and services exclusively to the residents of NYCHA’s Marcy, Lafayette Gardens, and Armstrong Houses.

John Edward has over two decades’ experience in the not-for-profit affordable-housing and asset-building sectors, spanning NYC and two state capitals, Albany and Atlanta. His background includes public advocacy, community organizing and education, program start-up and management, grant administration, and board service.

He’s an Accredited Financial Counselor (AFCⓇ) and an AFCPEⓇ member). He holds certifications from the NeighborWorks Center for Homeownership Education and Counseling, the National Association of Certified Credit Counselors, and the NYC Dept. of Consumer and Worker Protection’s Office of Financial Empowerment. He holds a B.A. in Religion from Columbia College of Columbia University in the City of New York.

A born-and-bred New “Yawker,” John Edward originally, and ever fondly, hails from NYCHA’s Baruch Houses on the Lower East Side.

Stephen Erdman

Assistant Commissioner, Homeownership Opportunities & Preservation
New York City Department of Housing Preservation and Development

As HPD’s Assistant Commissioner of Homeownership Opportunities and Preservation, Stephen Erdman oversees several programs that provide capital financing and downpayment assistance to expand homeownership access and stabilize existing low-income homeowners. He is also responsible for furthering HPD’s Community Land Trust initiatives and other shared equity housing models. Stephen has held a variety of positions at HPD, HDC, and the Cambridge Housing Authority, and has a Master in City Planning degree from MIT and a Bachelor of Arts in Urban Studies and Visual Arts from Fordham University.

Rosa Custodio

Board President and Resident Liaison
East Harlem/El Barrio Community Land Trust

Rosa Custodio has been a tenant and building advocate in East Harlem for more than 13 years. As Board Chair / President and Resident Liaison of the East Harlem El Barrio Community Land Trust, she is known for her straightforward, compassionate leadership — encouraging neighbors, protecting families, and ensuring that residents have a real voice in decisions that shape their homes.

A passionate advocate for safe, healthy, and affordable housing, Rosa has spent decades organizing so that her family, friends, and fellow tenants would not be pushed out because of income. She describes her role simply: “I listen, I encourage, and I protect. This work is about dignity — making sure no one is displaced, and that our community has the power to stay.”

Under her leadership, EHEBCLT has expanded its portfolio of properties, welcomed families back into permanently affordable homes, and demonstrated how shared equity can deliver stability across generations.

Brianna McClure

Neighborhood Impact Program Officer
Enterprise Community Partners

Brianna McClure is a Program Manager on the Neighborhood Impact team at Enterprise Community Partners. In this role, she manages several capacity-building and preservation programs for community-based, non-profit, and for-profit partners across New York State. Her portfolio includes leading various initiatives such as housing for people impacted by the criminal legal system, Community Land Trusts, and the HUD Section 4 Capacity Building Program. In her work, she supports partners to ensure that they are knowledgeable of affordable housing development and operations, and that they have robust practices for sustainable operations. Brianna has managed and executed the NYS Community Land Trust Training Series, a $200,000 year-long monthly training educating 13 CLTs across the State with varying organizational capacity and technical assistance needs. She has also managed Asset Management University 2.0 (AMU 2.0), a 15-month, $300,000 comprehensive cross-organizational and technical assistance training program. Through this program she oversaw 16 affordable housing providers to improve the performance of their housing portfolios and maintain the long-term sustainability of their affordable housing stock. Currently, Brianna convenes the New York State CLT Collaborative, a peer-led convening for CLTs across the State to regularly exchange resources, information, tools, and best practices.

Prior to joining Enterprise, Brianna worked at a grassroots community development organization in Peru committed to collaborating with low-income communities. As a proud Harlem native, she is committed to innovative housing solutions to promote upward economic mobility for people and communities that have historically been underserved across geographies. Brianna holds a bachelor’s degree from the University of Connecticut and serves on the board of Manhattan Community Board 10 and the Upper Manhattan Empowerment Zone.

Sabrina Lippman

Sabrina Lippman is a mission-driven leader working to dismantle systemic barriers to economic mobility through equitable housing policy and inclusive real estate development. A proud Latina born and raised in Queens, New York, Sabrina brings over two decades of experience at the intersection of public policy, real estate, and community development — all in service of building a more just and resilient future for historically marginalized communities.

As CEO of Habitat for Humanity NYC & Westchester, Sabrina is advancing a bold vision to expand and preserve permanently affordable homeownership across one of the nation’s most inequitable housing markets. Under her leadership, Habitat has set an ambitious trajectory to serve 1,000 families annually, scaling beyond its 40-year legacy of 2,600 families served – through a combination of homebuilding, preservation, and tenant-to-ownership conversion programs and advocacy efforts promoting equitable access to homeownership.

Sabrina’s commitment to equity extends beyond local borders. She was recently selected to attend Habitat for Humanity International’s Global Summit in El Salvador, where she collaborated with leaders from around the world on strategies to advance housing as a human right. She has also participated in Habitat’s Global Village program in the Dominican Republic, deepening her perspective on the interconnectedness of housing insecurity, economic development, and climate resilience across the Global South.

Sabrina’s cross-sector career spans public, private, and nonprofit institutions. At the New York City Economic Development Corporation, she served as Senior Vice President, overseeing one of the nation’s largest public real estate portfolios while securing over $500 million in public subsidies for transformative redevelopment projects. She has held leadership roles across the US with Westfield, SIMON Property Group, and Cushman & Wakefield, and previously led major philanthropic efforts during her first tenure at Habitat.

A graduate of the Coro Leadership New York program, Sabrina is committed to collaborative leadership and civic engagement. She is a published voice in the affordable housing policy space (City Limits, Crain’s 2025) and a recognized changemaker, honored as a Crain’s New York 40 Under 40, City & State Power 100, El Diario’s Mujeres Destacadas, Honoree of the Dominican Day Parade and one of Professional Women in Construction’s Top 20 Under 40.

Sabrina holds a Commercial Real Estate Certificate from Cornell University, a Management Certificate in Marketing Strategy from SIMON Business School and. BA in Economics and History from the University of Rochester.
