Governor Hochul Proposes Fully Funding the Homeowner Protection Program (HOPP) in the 2027 Executive Budget

We applaud Governor Hochul for proposing full funding for the Homeowner Protection Program (HOPP) in her executive budget. As the anchor partners who administer HOPP, we see every day how this vital program helps keep New York affordable for thousands of homeowners statewide. The goal of making New York more affordable is, at its core, about ensuring New Yorkers can stay rooted in their homes and communities. HOPP is an essential tool to doing just that. Governor Hochul’s continued leadership reflects a clear understanding of what homeowners need to remain stable and secure. Her commitment will help housing counselors and legal service providers continue their critical work — and advance a more equitable and resilient housing system in New York.

We ask the New York Legislature to continue their steadfast support of HOPP by ensuring HOPP continues to be fully funded at $40 million. This funding ensures that housing counselors and legal service providers can help New Yorkers facing foreclosure, scams, and gentrification remain in their homes. As housing affordability challenges intensify and climate-related threats become more urgent, this investment reinforces New York’s dedication to supporting working families in achieving and sustaining homeownership as a pathway to long-term stability and generational wealth.
